ID cards, civil status and forms in Craiova

Which office, which booking system, which form — and the deadlines that catch people out.

Where

ID cards and civil status: Str. Târgului nr. 36. Book at spcepcv.ro — a different system from the one the tax office in the same building uses.

Everything else — documents, petitions, applications: the registry at Str. A.I. Cuza nr. 1, booked at ghiseulonline.ro, or filed without going anywhere through the online portal.

The deadlines that catch people

These are national rules, not Craiova's, and they are stable enough to state plainly:

  • A first ID card is issued at 14. There is a window after the fourteenth birthday in which it must be applied for.
  • An expired ID is not a minor problem. It invalidates things you will need it for, including travel, and it carries a penalty.
  • Moving house means changing the address on the card, within a deadline from the move.
  • A birth must be registered within days, not weeks.

Because the exact number of days has changed over the years and is set nationally, check the current figure before you rely on it — the forms section below links the city hall's own list.

Forms

The Acte utile / Formulare section holds the downloadable forms and, for each procedure, the list of documents you must bring. Printing the right form and arriving with the full set is the single thing that turns two visits into one.

Marriage

Craiova publishes marriage declarations through a dedicated page linked from the city hall site. A civil marriage needs documents submitted in advance and has a waiting period before the ceremony — both are counter business, and both are worth starting earlier than feels necessary.

Urbanism and building

Urbanism certificates and building permits are handled through the city's e-portal rather than the main site, and both have public registers you can search without an account — useful if you want to know whether the work going on next door is authorised.
